    Lawyer hits CA on the deferment of Taguiwalo's appointment as DSWD Secretary

    On Thursday, the Commission on Appointments (CA) had released a statement regarding the bypass of Social Welfare Secretary, Judy Taguiwalo's appointment because of time constraints.

    This incident had caused turbulence in the social media, where CA became the subject of numerous criticisms. Not to mention, CA's controversial dismissal of Gina Lopez' appointment as secretary of the Department of Environment and Natural Resources (DENR).


    Atty. Trixie Cruz-Angeles, in her Facebook page, scrutinized CA for the aforementioned deferment of Taguiwalo's confirmation as DSWD secretary.

    "Hindi ito dahil hindi sya (referring to Taguiwalo) qualified. Ang maliwanag na lumalabas sa Commission on Appointments ay nagkulang si Ma'am Judy...sa pagsusuyo sa mga dios-diosan ng CA," Atty. Cruz-Angeles said.

    She claimed that the so-called "kakulangan" has nothing to do with Taguiwalo's experiences, educational background, and capacity. Instead, Cruz-Angeles reiterated that the deferment is caused by Taguiwalo's failure to satiate the leaders of the CA.

    Atty. Cruz-Angeles also claimed in her post that politicians, particularly those who are part of the CA are looking for something from Taguiwalo.

    "Syempre hindi nila sinasabi kung ano eksakto ang hinihingi nila kay Ma'am. Pero dalawa lang kadalasan ang hinihingi ng isang politiko. Pera o Kapangyarihan. Iwan na natin sa hakahaka pansamantala kung ano eksakto yon."

    The delay however is only one of the main issues. As reinforced by Cruz-Angeles' statements, one important question regarding this controversy is why does President Duterte refrain from giving statements in support of Taguiwalo, as it has been for Gina Lopez.

    "Katulad rin ito sa non-confirmation ni Gina Lopez. Pag ang pangulo ay nag utos o nakiusap sa mga myembro ng CA, lilipat lang ang hinihinging pabor mula sa ikokompirma (in this case, Ma'am Judy) tungo sa pangulo. Sa madaling sabi, they no longer will ask the favor of Judy, they will ask it from the President," Cruz-Angeles stated.


    Furthermore, Atty. Cruz-Angeles attested that due to some possible untoward repercussions, president will not basically choose to engage in a "horse-trading business" with the CA or with any of its members in particular.

    "Horse trading ang tawag dyan...At maliwanag na hindi gagawin ni Pangulo ito para sa sinuman sa mga appointees nya. Mahal makipagtawaran. Mamaya may makulong pa dyan," Atty Cruz-Angeles added.

    With the lack of proper amendments in the constituion, Atty. Cruz-Angeles suggested that the best immediate way to perhaps address the issue regarding the CA is to expose the ones who comprise the said commission.

    "Short of amending the constitution, ang sa ngayon lang na magagawa ay ibalandra ang mga pangalan ng mga kawatang ito para hindi uli mahalal. Mukhang wala silang takot sa ngayon."

    Among the senate contingents to the commission are: Aquilino Pimentel III, Franklin Drilon, Ralph Recto, Juan Miguel Zubiri, Francis Pangilinan, Bam Aquino, Gregorio Honasan, Panfilo Lacson, Loren Legarda, Vicente Sotto III, Sonny Angara, and Emmanuel Pacquiao.

    Meanwhile, the 12 CA members who came from the House of Representatives were as follows: Ronaldo Zamora, Rodolfo Albano III, Joel Mayo Almario, Wes Gatchalian, Julieta Cortuna, Roy Loyola, Rosenda Ann Ocampo, Benhur Salimbangon, Josephine Ramirez-Sato,  Abraham Tolentino, Seth Frederick Jalosjos, and Rodito Albano.

    Atty. Trixie Cruz-Angeles concluded her Facebook post by acknowledging how CA members have become a nuisance and how they demonstrate the need for educational reform in the country.

    "Perwisyo ang mga ito (referring to the CA members). Sila ang pinakamabisang argumento na kulang pa ang reporma natin sa edukasyon," Cruz-Angeles concluded.
