EXCLUSIVE: Poe blames Roxas for MRT problems

Senator Grace Poe on Monday blamed the problems of the Metro Rail Transit 3 (MRT 3) on former Interior Secretary Manuel Roxas.

Poe who is now the Senate Public Services Committee chairperson said that the now nonexistent  Department of Transportation and Communications "drooped the ball" during Roxas' term.

“I am convinced that during their time they dropped the ball. And I also am convinced that Sec. Abaya should not have allowed it to continue or persist during his time,” she added referring to Roxas’ successor, Joseph Emilio Abaya.

She mentioned at least three MRT maintenance contracts with companies who are all related to a Marlo dela Cruz, and alleged ally of the Liberal Party.

Dela Cruz is allegedly an incorporator of PH Trams, MRT's maintenance provider of MRT from October 2012 to September 2013.

Poe said the man was also an incorporator of the joint venture of Global-APT JV from September 2013 to July 2015.

William, Dela Cruz's brother is also said to be the general manager of Busan Universal Rail Inc, the existing maintenance provider of MRT.

Poe clarified that she is not determined to invite Roxas to the next committee hearing scheduled on May 23.

“Sa ngayon, hindi pa natin iniisip. Alam mo pinag-iingatan ko na huwag sasabihing politika ito,” she said.

Roxas and Poe have competed for the Presidency in the 2016 elections. Roxas placed second while Poe followed at third place.

Abaya who assumed office in 2012, admitted to have signed the PH trams-CB&T maintenance assuming “that the organization, the bureaucracy was doing its job.”

"Imagine if I came there as a doubting Thomas being careful that I won’t sign anything, MRT 3 would have stopped on October 19, no maintenance provider, Sumitomo (the previous maintenance provider) would have packed their bags, titigil. That I couldn’t have explained to our people,” Abaya said.

“We should call on the responsibility, the one before you…Sundalo kayo, inaako niyo yung mga bagay na maaring hindi naman sa inyo talaga nahulog," Poe said in answer.

“Kilala mo yung pinalitan so siguro may tiwala ako, so sige, okay na 'yan,” Poe said.
